The Chemical Abuse Prevention Association (C.A.P.A.) was founded in 1989 to prevent
and intervene in drug and alcohol abuse in the Brecksville-Broadview Heights schools and communities.
It is a unique collaboration between the cities of Brecksville and Broadview Heights and the Brecksville-Broadview Heights City School District.
The majority of funding for C.A.P.A.'s programs, services and staff salaries comes from community partners and grants.
In May 2008, C.A.P.A. was awarded a three-year, $900,000 grant from the U.S. Department of Education to reduce alcohol abuse in schools and the community. The grant has allowed the Brecksville-Broadview Heights school district to offer six new programs.
On August 30, 2009, C.A.P.A. received notification that it was the recipient of a five-year, Drug Free Communities Support Program grant. Originally funded by Congress in 1997 with the understanding that local problems need local solutions, the Drug Free Communities (DFC) program now supports over 700 drug-free community coalitions across the United States.
